Creating a Server

How would I go about making a server? I always thought, that you would just go to whatsmyip.com, then go in NASCAR Heat and create a server in mutiplayer mode, using that IP. Am I correct? I do not want a dedicated server, just a server to run when I need it run. To host league races. Thank you for any information.

thats one way to do it unless u are on a router then u got to go throuw the router to make a server
